creates the directory hierarchy and the base configuration files of a
rawnix system under
.Ar destination ,
by default
.Pa /mnt ,
and an empty package database.
Packages are installed into it afterwards with
.Xr install 8 .

It writes, among others,
.Pa /etc/passwd ,
.Pa /etc/shadow ,
.Pa /etc/group ,
.Pa /etc/profile ,
.Pa /etc/hosts ,
.Pa /etc/resolv.conf ,
.Pa /etc/securetty ,
.Pa /etc/os-release
and
.Pa /etc/sysctl.conf .
Existing files of those names are overwritten, so run it once, on a
fresh target.
.Pp
root has no password until
.Ic passwd root
is run inside the new system.
.Pp
The groups in
.Pa /etc/group
have fixed IDs, the same on every rawnix system, and belong to the
base system: no package creates or removes them.
Among them are
.Li wheel ,
.Li audio ,
.Li video ,
.Li input ,
.Li netdev
and
.Li plugdev .
